A universal and fundamental right?
Should the right to vote in national and state elections be guaranteed by the constitution as a universal and fundamental right for citizens 18 and over, which cannot be denied for any reason (except senility, insanity or other proven medical reasons), nor should the right to vote be denied to felons or those in prison?
